Will Huang Shih-chieh win the next Taoyuan Mayor election?

The market resolves on the Taoyuan mayoral election: whether Huang Shih-chieh of the DPP wins. At 0.038, the market has essentially written him off. Taoyuan is a large city of roughly 2.3 million and a genuine swing municipality where both the KMT and DPP have won; local factions and turnout often matter more than the national trend.
